All NPC Grids dead

Whenever I come into contact with any grid owned by an npc faction, they are listed as dead in the control panel and can be claimed immediately, removing a lot of the challenge in the game. I'm unsure if others have had this issue since I couldn't find anything about it, and I play with mods, which could be the problem. The world file is listed below in a zip, though it is missing the mods since I could not figure out how to properly send them.
I found another bug report dealing with a similar issue(https://support.keenswh.com/spaceengineers/pc/topic/able-to-claim-ownership-of-all-blocks-in-an-enemy-grid-through-a-single-hacked-or-unowned-block), but they say that it was fixed.
