Allow to interact with conveyor ports and terminal controls through unfinished blocks

In SE1 we could interact with conveyor ports and terminal controls through unfinished or damaged blocks without need to grind them completely.
This allowed temporary access through all kinds of access panels, covers, catwalks etc. or obstacles which are time consuming to configure after rebuild like event controllers or timers.
In SE2 block must be completely removed in order to be able to interact with block behind it, even if it is visible through unfinished/damaged model.
