Weird Particle Effects in sky

I see a weird particle effect in the sky over Verdure. It looks like tiny black smoke puffs that keep appearing in 2 very specific spots.
They are just up and right of my crosshairs. if you shift between the screenshots provided, you can see the effect change.
More information: If you fly up into space, you can still barely see them against the skybox. Hard to see because, you know, black on black.. but they ARE there. Plus you can see little tiny sparks occasionally.
Flying out to see if I can find it.

I flew over 200km to find one, and this is what I found on that heading
FYI: The "New Marker" on the upper left is in Verdure orbit.
Also, turns out it was on a direct heading towards Concordia. Which makes sense, as Unknown signals would spawn along that heading since that was the only part of space I had been in.
