Wheels propulsion override doesn't take energy

If wheels propulsion override property set to some value but also set wheels power (torque) property to zero, wheels still would work and propel vehicle but do not consume any energy.

1) Build basic wheeled vehicle. Recommended with a small battery so power consumption will be more noticeable.

2) Set wheels power to 0.

3) Set some propulsion override value.

4) Observe that there is no energy draw.

This is one of the things solved by the proposed patch in this bug report.
