Possibly seizure inducing Screen flashes in version 1.196

But I feel this is a major issue, The Screen flashes at maximum brightness white light for a fraction of a second, randomly while playing the game, even on the main menu. this only happens in 1.196. I think this is important because it could cause seizures in anyone nearby. i can confirm it happens in a completely empty creative mode world with no mods active.
I am using the latest DirectX and graphics drivers. Again, sorry to clog up this forum, i just want to draw more attention to this bug.
