Dampeners fight Thrust Override with Hydrogen Thrusters [1.192+]
Won't Fix
When I use thruster override with dampeners enabled, the hydrogen thrusters will fight it as if there is no override. Atmo and ion engines don't have this problem.
I usually encounter this with a ship already built and loading the game, or copying in a ship. It can be fixed by depowering it with Y and powering it up again, but with large ships with multiple small ships that disconnect it's a real pain.
I usually have a mix of ion, atmo and hydrogen thrusters with an override, not sure if the hydrogen is fighting the other types or not but it's only the hydrogen thrusters doing it.

Thank you for updating us that this is still an issue. Is it possible to provide a blueprint that this is happening on?
You can access your save files by typing %appdata% into your Windows search bar and you will be redirected to the hidden Roaming folder. After that just follow: \Roaming\SpaceEngineers\Blueprints. Select the correct folder where your blueprint is saved (local or cloud), zip the file and attach it here.
