Hydrogen Thrusters fight Thrust Override with Dampeners [1.200]

Hydrogen thrusters are now fighting thrust overrides with dampeners all the time. From 1.192 until 1.200 depowering the ship would fix the problem, but this no longer works. This is happening on both large and small grid.

To test this, simply leave dampeners on, and increase thrust override (Hotkey 2).

Can confirm this is happening again.

It's sad that when this issue was posted by the same person on Jan 20, 2020, it was ignored and marked "Won't Fix" due to Keen's lack of willingness to attempt to reproduce something so easy to do.

Here's some proof that the bug actually exists and how to reproduce it so you can fix the issue this time.

This appears to be partially fixed in 1.200.030 - Hydrogen thrusters won't fight each other with dampeners anymore, but they will fight different types of thrusters.

If an ion or atmo thruster is set to override, a hydrogen thruster will still fight it.

Overrides work normally with the hotkeys as there are hydrogen thrusters in the Fwd Thrust group, but override atmo or ion thrusters individually and the hydrogen thrusters will fight it.
