Build Planner withdrawal tooltip does not update while visible

When withdrawing components using the build planner it displays a tooltip. If you attempt another withdrawal while the tooltip is still visible, the tooltip will remain exactly it is, without updating to state that you've withdrawn more items (say, because they were just assembled).

The bug is not in the steam beta version 1.193 but is in 1.194 and 1.195, hope that helps.
