Missing Veteran & 10th Anniversary Main Menu Badges (Inventory Items Owned)

A few updates ago 2 of my badges disappeared. I tried fixing it with recommendations online to no avail, so I thought I'd wait until a new dlc came out to see if a new badge showing up would bring back the other 2 but it didn't. I have the Promoted Engineer achievement unlocked, and the 10th Anniversary pack in my steam licenses and library. I own the skins and they are wearable in my character customization menu, but the 2 main menu badges refuse to display. Please refresh/re-grant the badge flags on my account.
