Extreme performance issues

The issues i have on both of my systems is, Hitching, stutter, frame rate drop, Choppy camera, resolution of textures not loading in when the character has loaded into the save, items in menu's slowly show up in increments in menu's like the assembler, Main menu update news and also the dlc showcase on the right side of the main menu not loading in just showing a grey blank screen or taking forever to finally show up.

This has been happening ever since the economy 2 update, Both of my gaming computer use to run this game fantastic at 1440p high settings now its run god awful no matter what i do or try for a fix.

what i have done

1.reinstalled windows 11 fresh

2. reinstalled gpu driver twice after running (DDU)

3.checked for windows 11 updates

4. uninstalled reinstalled the game twice while also finding extra files left over and deleting them

5. changed settings in the amd adrenalin software with no solution

6. reinstalled gpu drivers, But did not install the adrenalin software thinking that was the cause which is wasn't

7. changing in game setting to low medium and or high even did a mix of low medium and high settings

8. last but not least i jumped up and down strafing left and right while chanting an ancient tribal indian spell for prosperity performance longevity and stability and to no avail.
