Inertial Dampeners turn off when adding thrusters. (Survival/Creative)

It would seem that for some reason updates have never fixed this bug for me nor have I heard of it ever happening to anyone else.

For some odd reason I cannot troubleshoot why, thrusters (tested with hydrogen, ion and atmosphere, in creative and survival both) will temporarily turn inertial dampeners off causing the vessel to fall if in gravity but will reactivate after a couple of seconds when a new thruster (built or unbuilt) is added of any kind, usually this results in the ship violently killing itself if its hovering off the ground and the only fix known to me is simply don't do work on thrusters while a ship is hovering or in flight. This is re-creatable on ANY grid with my client.

I've attached a video and the blueprint below though I do not think it is the blueprint itself as I've tested weight, and power neither of which turns off or changes.

My best guess is its the physics updating the dampeners to the new weight of the craft but the update is not instant?
