Dedicated Server mod download error / restart loop

Started up a new dedicated server. The server unable to download mods. Fixed the issue with old steam post:
https://steamcommunity.com/sharedfiles/filedetails/?id=2835041807 and old ksh support post
Did not have the issue with my old dedicated server last year.

Yes, I was able to resolve the issue by copying the steam library files from my desktop SE folder to the dedicated server folder. All is good now.
