Convert ship to station and back can't move bug

If I convert my ship to a station, then turn on a safe zone, (then turns off safe zone, doesn't seem to affect if this is done or not) then converts back to a ship - the ship can't move and the only way to get it to move is to exit the game and re-join. This is an official server issue and I have been doing this for MONTHS.
My ship is 39k PCU, 9.5 million KG with ion thrusters and a gravity drive.
I have tried everything and just got the point of always exiting and rejoining the game.
I just found out that if a ship turret shoots then you can move. I verified that this works twice in a row. Something is keeping the ship in station mode that shooting unlocks.
