Can't copy paste grids after 'Contact' update

Title says it all, I cannot copy paste any grids after the newest update 'Contact'. Also all steam workshop subscription blueprints are gone, only local ones are loaded. Done in an offline world both modded and vanilla both give same results.
Error is "Paste operation failed, selected area is occupied."

The recent solution about the pasting error is
"Players must loads all mods these used in blueprint in order to paste blueprint in a new world."
If the players don't load any one of those mods, the system will give out an error message.

In this video, I just loads all mods these use in the blueprint. It can be paste in a new world.
Then, I remove one of mods from the setting.
It can't be paste anymore.
Basically, it is what happening now.
