Server list only showing some servers

When I go to join a public server, I don’t see all servers. I only see around 20 (every time different ones). My other laptop on the other hand, can detect all 1000 servers (in the same WiFi). When I try mobile Hotspot, it doesn’t work either. Furthermore, it works sometimes, when I try to reload the server list (very unreliably). I just don’t see Steam servers, I see all EOS servers. I looked several times for filters (all set to default).
