Scene too complex

Even at the very beginning of a save (with no more than 30,000 pcu being used) I am consistently seeing fps drops with the 'Scene Too Complex' popup.
Pc Specs:
OS: Windows 11
Processor: 13th Gen i9-1300F
Ram: 16GB
