Barbarian Spawn Rate
I have a server of 2 players, including me, where the NPC (Deer/Barbarian) spawn numbers are maxed out. Still, we barely see a barbarian.
In 30 hours of gameplay in the past 3 days, we barely encountered 50 (we collect skulls, so it isn't just an estimation), and we don't even move that much. We stay in one Region and in its Areas, yet they fail to come.
The funny part is, they don't even spawn as frequent as they did when I played alone. I have about 7 barbarians and 4 deers spawned anytime in the day around my fort in singleplayer, while in multiplayer we have to scout for barbarians to gather their precious skulls to enlarge our jug collection, not to mention deers...
With this well done combat system I want to slaughter my neighbors and their pets. Is it too much to ask for?
Please no...On my singleplayer world I started up yesterday to play some again, I saw a barb literally within 5 minutes or less of the last one. I couldn't get any work done...and on top of that, since the only healing item in the games takes ages to reearch, I was constantly at low health having to try and cheat my way around poor AI just to stay alive until I got tired of it and turned them off. Now I'm bored again feeling like I'm just doing work with no interesting surprises.
The only thing I could tell, was that it probably depends on if you have a claim up, as I ddin't see a single one until I officially put a claim block down.

I also have world set to default 2 hours for day cycle, so that would add up to a few dozen barbs. On the rare ocasion there would be 2-3 in a group, though not so close as to be a huge threat running up on me at once. Still, the spawn for them is insane especially for singleplayer.

the further away your base is from the taiga biome. the more barbarians will spawn. they will not spawn in the taiga biome.

According to my observations, if you do not touch deers, then the barbarians cease to spawn. As soon as you begin to kill deers, barbarians begin to spawn. Apparently, this somehow depends on the number of NPCs that have already spawned. If all the "empty seats" are occupied by deers, then the barbarians do not spawn.

I'm doing SP survival. 60 hours in and have lived all over the planet. I have NEVER seen a deer OR a barbarian. The slider is set to max. What the heck is 'tiaga'?
