7.1 Barbarians still spawn when turned off

While playing s single played game that i had started with hostile Ai turned on. I decided i wanted to get rid of them out my game. So i turned hostile AI off , loaded up my game again and was still getting barbarians. I've checked that i had actually turned it off and even relstarted ME, but still getting them.
