paintable blocks

SE has the aility for the player to paint their own blocks ,can a slimiar system be implemented in ME where players can paint thier own grids?; perhaps with historical uncolorable sections. I believe that there is a mod that is out that can help, but offical support can be really helpfull and since all the .7 updates will concentrate on the buildings and grids, it would seem logical to include paintable blocks.
