Allow dragging Tools from Inventory to Toolbar

This is a prerequisite to implementing randomly generated weapons you can loot in the world.
Treating tools like predefined blocks in Character Gear section of blocks menu, does not support randomly generated tools from what I can tell.
Most importantly:
New players expect being able to drag from inventory to toolbar!
Apply same logic to ship tools, so randomly generated ship weapons and other blocks become possible - drag to toolbar from ship part list, not through the build menu only!
Once block wrappers get added, those should be draggable to toolbar directly as well while youre at it.
Or if you implement inventory Block Slot, that should be draggable to toolbar as well.
