Video freeze up near the planet surface.

When I first started playing SE 2 a few weeks ago there were constant Video freezeups near the planets surface. Once I was in space everything was running smoothly. I decided to get rid of game app data as was suggested. Reinstall the game, as was suggested, Check the integrity of files as was suggested. All of the suggestions that were given I did. I decided today I'd start a new game and start on the Vallation station. Everything was running really smooth. Until I went to the cargo mission on the planet surface. Video freeze and game crash once again. I have a decent computer setup and exceed the recommended requirements for the game. I've attached both yesterday and today's files for your consumption.

I have noticed it only happens during daylight hours for me. I've never had a freeze up during night time. Just to test it out to the max I've set my video on extreme. In space and at night no freeze ups.
