I've been having issues with strange camera jittering and snapping when turning around very fast. I have experimented with the mouse sensitivity, V-Sync, graphical settings, and the environment and do not notice a difference. I've attached an example however it may be difficult to see it in the video and you may have to slow it down, but it is very noticeable in gameplay. It is also worth mentioning that I don't have any performance issues with the game (graphics are at High preset) and my PC resources are moderate.

That is indeed visibly choppy, have you tried updating your GPU drivers or verifying Game files on Steam? Also, do you experience any performance drops while playing?
You can find drivers for your GPU here:
Please try update the drivers and if that does not help, verify Game files on Steam. You could also try enabling VSync - it will default your FPS to 60 however or if your hardware supports it, VRR (Variable Refresh Rate - option for it should be present in the Game's Display Settings if your hardware supports it).
Let me know afterwards if the issue persists.
