Ping damaged blocks and projections

add a shortcut to the hand welder, or to general player shortcuts, that: "pings" the nearby grids/projections, and displays a silhouette of any incomplete blocks or projections. To help players find blocks missed during repairs and welding BPs.

Also to balance the feature against things like hidden bases and enemy ships. the range can be rather short, or only compatible with friendly grids.
