10m Solar Panel progression bug (Identical to a closed bug from another user)

I'm having the same bug reported by another user, with the same bug name. A contract on Palatine station requires a 10m solar panel that is supposedly unlocked on Vallis Reach, but despite being in the Colonized stage (I have done all contracts on Vallation and all unlock contracts on Palatine) the contract to unlock the 10m Solar Panel is unavailable.

Upon loading the Save you've provided, I can see the Solar Panel 10 m being available in the G-Screen and can be built.
Could you please confirm that this is the case for you?

On reflection it's likely that I overlooked the fact that I acquired the 10m solar panel previously because it wasn't listed as a reward in the contract system on accepting, and so I wasn't expecting any part unlocks on completing it. That seems to be the case for most of the contracts, as only some seem to indicate that they will unlock part blueprints when in actuality most if not all do. This inconsistency was confusing to me
