Jetpack - common sense usage

I have been watching some space game vids on YT. One immersion breaking thing that I keep seeing is a character in full gear, jet packing around a shopping mall. The player is surrounded by NPCs in casual dress walking around, mostly minding their own business and you are casually jetting in between them, fully armed and suited up. Is it just me or does this seem wrong.

I feel that a jetpack has to be earned, used appropriately and could have variants for different purposes.

Standing on the edge of a platform over a cliff looses it's sense of place when falling off has no meaning.

In SE1 there is an option for no jetpack in game settings, this is an all or nothing option. I would like to have a game option where I start with no jetpack and I am restricted by gravity or my surroundings so that I get to feel the height that I am at. Somewhere later I would earn a jetpack and experience the contrast between two feet on the ground and the freedom of suit flight. In between these two states a tether/grappling cable would be useful too.

This creates a progression of experience from environmental restrictions to spacial freedom.

The modding community for SE1 developed several mods related to the jetpack experience to enhance game feel. Some changed the jetpack power or duration, another inhibited jetpacks from working in a zone.

There have been many SE2 posts for variations on jetpacks and suit variations with jetpack options. Several of them are now archived, but have good ideas.
