Im really not sure what caused it to happen but when i start building out of no where when you open up the block selector and let say as an example you select the o2 tank but it wont let you switch to the hydrogen tank i Don't know what causes it

It happens when you select the block out of the most recently used blocks. If you select the block out of the menu of all blocks, it does work properly. It appears that if you had a sub-selection of a group of blocks selected and that was saved in the recently used blocks, only that block would be available. Not the whole set. If you had the main block selected and it was saved as the most recently used blocks, then if you select that, it appears you DO get all the blocks in the group.
