Npc ships no longer spawning.
Won't Fix
On Xbox one beta, playing on star system map. No npc ships, pirate or otherwise, have spawned I have been playing this scenario for about 3 days now.

I tried Star System (Home System) scenario and got shoot up by pirates quite soon. Are you sure there are Random Encounters and Cargo Ships enabled in the advanced world settings?
