L+B Tool bar Unable to assign actions after first page

Solved

D-pad allocation only works on the first page. A sound is played when assigning an action, however, it is not shown or usable in L+B/L+A when using a cockpit or Remote Control. Confirmed both in creative and survival multiple maps and after Xbox restart.
