Industrial refinery and assembler not showing in radial menu.
Won't Fix
The industrial refinery and assembler are not showing in the radial menus. They both appear in the g menu and can be placed.

I have the same bug 
Hello Sam, we are sorry that you are experiencing issues. Please restart your game/console and recheck it. I tried it and both blocks are under the Production tab in the radial menu.

Hi, have done all the normal checks, reinstalled the dlc, hard restarted Xbox, cleared cache etc and it still wasn't there, will check again tonight. A friend also experience the exact problem but another friend it was fine for.

Please let us know. You can also reinstall the base game. It should help.

The problem is if you have mods active because I have the same problem the blocks only appear if I disable mods

we have managed to reproduce the issue. Specifically it seems to be caused by the Niteowl Mini Reactor mod. The issue has been reported to our internal system, we will update this thread when we have any news.
For now we recommend disabling that particular mod to avoid this issue.

Another quick update for you :) This issue will be resolved by the Mod Author. Thank you SEModder for helping us resolve this quickly. I have popped this to 'won't fix' only as it is not being fixed by us personally.

When these are active the Industrial refinery, industrial assembly, and magnotic blocks are not in the radial all the rest of the new items move to the mods tabs
