[1.209.024] Console users unable to scroll MOTD

Observed behaviour:
If joining a DS and the Message of the Day is long enough to scroll, a console user is unable to utilise the controls to do so, possibly preventing them from reading important or relevant information.
Expected behaviour:
Console users should be able to scroll the MOTD, similar to how a PC/Windows Store user is able to.
Affected Version/s: 1.209.024 b0
Affected Platform/s: PlayStation, Xbox
Steps to Reproduce:
- Start a Dedicated Server with a MOTD that exceeds the text box in length, or join an Official Keen EOS server.
- Once loaded in, observe the MOTD shows text with a scroll bar on the right-hand side.
- Attempt to use the console controller to scroll the MOTD.
- Observe the MOTD does not scroll - BUG
Note:
This is primarily affecting Keen Official EOS players who are unable to read the in-game rules posted in the Message of the Day.
This may also affect PC players who connect an Xbox/PS controller to the computer and attempt to scroll the MOTD as well.
