Bunk block is located in Decoration #1 tab of the Radial Menu, in the top segment. You need to have switched to Small Grid(using Lb+X) to see the icon and select the block.

As far as we can see, you're not switched to the small grid. Please try pointing the left stick at, for example, reactor segment of the page on your screenshot and pressing Lb+X.

Switching between grids is persistent between Radial Menu opens, please try switching while pointing at a different segment of radial menu. We recommend the Reactor segment.
