Space Engineers server won't spawn any npcs

I recently purchased a server and everything else runs fine except no NPCs spawn. I've tried with mods, without mods, starting a fresh world. None will spawn, no matter the difficulty or scenario

Could you please specify what world you're running? What are the settings? You need to have settings for NPCs enabled, there are multiple(wolves, spiders, encounters and so on).
You said you purchased the server, so you're not running it from the Dedicated Server Manager? Which service did you purchase from?
