DLC Character Skins not showing up

I recently learned this game became a play anywhere title through Xbox Live. I loved the game and played it a lot on my Xbox. When I downloaded it on my PC I was able to transfer my saves over with no issue. The issue I am having is that my DLC, which I also downloaded, is not appearing in the game. Frostbite and Sparks of the Future show up, but none of the other do, including the Style Pack. I have purchased all DLC's with the exception of Automatons and Decorative pack 3. Is there something I have not done correctly that is causing this DLC to not appear in the customization menu like it does when I load the game on Xbox? I really wanted to play this on my pc as the pc runs the game infinitely better than my Xbox console does.
