You can, but it's severely limited. You can't have mods in a single player save. Can only be done via the Beta or on a Nitrado server. But imho, Nitrado isnt worth it. Servers are extremely laggy and laughably expensive for what you have to go through.

I stand corrected. SE prompted an update just now and it seems we indeed DO have partial mod support for Offline games. Woop woop! Way to go, Keen! Right direction.

What about showing LCD content as a camera feed overlay instead? It wound not involve excess rendering and can give a better picture.

I've been thinking about how to make the game better, more accessible and more fun. If you could make a DLC pack that included an update to the game's engine/code, The first thing I want to do is make the game mechanics better. The current system of combat is not very good and it's pretty hard to explain in a short amount of time. I think this should be changed so that players can fight against each other in real time instead of waiting for their turns. This way you'll have more room for strategy and it will be easier to figure out who has the advantage over whom. Well, I would also like to read https://ih.advfn.com/daily/advfnnews/9933/5-examples-of-career-goals-for-business-students article where number of career goals have been shared by expert that can help me in many ways.
