Constant stutter lag interval every 3 seconds

Solved

I crested a new world with my ststion to limit memory issues. As soon as I join my game the low memory pops up and when I fly around my station especially when near the control tower I get a constant 3 second stutter that will not go away. When friends join it amplifys. I do have a lot of windows so not sure if its a shadow rendering issue or not.

Things that I have tried to mitigate the issue and seems to help a little, but not enough.

Remove crashed large grid ships
Remove all floating objects
Log out and back in
Restart the computer.

I am playing on a newer laptop with an RTX card in it and plenty of ram. I am continually removing grids and floating object but the issue persists. I am not playing online, I am on a solo world
