Problem with radial wheel configuration

It is extremely difficult to put item, tools, and controls into the radial wheel. I can not find any configuration controls and thus can not put any of my ships systems (i.e. Tools and weapons) into the radial wheel. It is overal annoying a difficult to use especially without any tutorials fo the actual controler for more advanced systems.

Now there is only the first section of the radial wheel in the tool bar that works. Cannot continue to place groups in the wheel. Ability to only place 4 groups. Was working fine on 5/15/20.
