Wrong Progress: SurvivalKit->BATTERY->BasicAssembler!

Hi!
If I build Small SurvivalKit first, WHY NOT it unlock BATTERY?!
And THEN BasicAssembler!
IF I build SurvivalKit first (MORE logical, LESS expensive), RIGHT THEN I need the power!
OR, SurvivalKits AND BasicAssembler SHOULD both to unlock battery!
Little logic please...
