Workshop item locale (with wrong UTF-8 decoding)

The workshop title and description are downloaded in the Steam locale and interpreted as ASCII. When updating a modification the English title is updated.

This causes the following issues:

  • While ingame mod descriptions are displayed in the user's language if available, which is cool, any UTF-8 characters are broken: 27ac241e53b30f561ad711808b713d8a
  • When updating (publishing again) the mod, it will replace the English title with the downloaded one apparently. This includes the incorrectly decoded characters. Can you just leave the title alone during upload as it seems there is no metadata in the mod folder that could be used for the title and as such it just tries to write back what it received from Steam with transcription errors.
