Wind turbines turning off and on rapidly

Good Afternoon,
Last night I was playing solo survival and I encountered an issue where my wind turbine was rapidly going from generating power to not generating power. This occurred at night and only when I had 1 wind turbine. (the one above the assembler if you want to recreate it). Unfortunately since the public test is over I can't go back in and verify it.
Attached is the entire save folder.
