Wind turbine turns off from vehicle

I have a base and a wheeled drilling vehicle on a planet. When the vehicle and the base are connected and turn the power off on the vehicle (by pressing 'P'), the wind turbine blocks are also turned off. When I turn the vehicle back on, the turbines do not turn on.
