Welders not welding

I am trying to weld something on large grid that connects with merge blocks but it is not welding. I'm in creative so there is no need for resources and both the welding grid and the projection have power blocks. I already tried placing the welder on a subgrid by attaching it to the end of a rotor but that did not make a difference.

I mentioned in the feedback version but was this a bug? Built this myself in creative and found all new welders start as default OFF, switching it on built the bomb instantly without problem.
