Welder pcu usage

Hello!There is a small problem that might not be necessarily a bug but can make someones game a nightmare. If you use someone else ship welder then your pcu is not being used and their is I suppose.
I have the same bug
shouldnt the ship welder be assigning owner of new block's PCU based on its current Block ownership, not its PCU ownership?

We have the same problem on our server, and it's causing players to be PCU locked by somebody who has taken another players welder and built entire grids out of it.
