[v1.190.101] Catwalk Plate has same mounting points as Catwalk

As title describes. Steel Catwalk has a railing. Steel Catwalk Plate has no railing, but retains the raised mounting point as if it did have a railing. This allows the plate to have connections on one side that it cannot have on the other.
I have the same bug
