Unable to use a single steam account to run DS and Client

I setup a DS for me and my brother. Found out that the DS is now a tool in steam tools library. Got a DS up and running and went to join my own server and found out that steam will not let me because another instance of space engineers is running on another computer. I checked the official website and under the Dedicated Servers section it specifically states:

"Dedicated servers are available for everyone who owns Space Engineers. You don’t need an extra Steam account, you get Space Engineers dedicated servers for free with your existing Space Engineers account.

Note: In order to run a dedicated server, server providers don't require a licensed copy of the game. However, to obtain the game server files, at least one Steam account needs to have a valid license." - https://www.spaceengineersgame.com/dedicated-servers.html

So I'm wondering, whats the deal here? Do I have to go out and get another steam account to buy the game a second time or what?

Note: I am running the server on actual dedicated server computer that's running steam. Steam on the computer I wish to use as a client that's running the same steam account states I cannot, See attached picture.
