unable to publish blueprints

When I discovered this bug, I was in a world with mods. I tried again in a new world without mods, it didn't work. Then I turned off experimental mode and tried again. Starting the game and the PC did not work. I could publish blueprints before, so that's something that has come up lately. I have no idea what the problem is this video shows everything I know.

ok. soooo, i tried to publish a few more blueprints and some worked as they should, so most of the blueprints don't work.
