unable to move items through small grid conveyors

I am currently connected to a NPC station to deliver some steel plate. however, i am unable to transfer any item through the small ship conveyor system. everything is grayed out.
tools can be moved around!
I have the same bug

Mind you, components cannot be moved through small, SMALL (1×1) conveyors, only small Large (3×3) ones.
Ores, however, DO move through the small small conveyors.
