Unable to buy ships when PCU limits are disabled

In my server we have the PCU limit set to 0 (unlimited), however, when trying to buy a ship everyone gets the error "You don't have enough PCU to buy this item."
If however, I change the PCU limit to something ridiculously high, then we can buy ships no problem. While this workaround is rather easy, it creates a lot of confusion and should probably be fixed. Thanks!
