Turrets sometimes don't fire

Turrets that are setup properly to fire at player, small and large ships and stations sometimes don't fire and then a minute later without changing anything, they start firing. I've experienced this when my ship was landed and a player flew right up to it. The turrets were visibly tracking him and pointing at him and put a red target box around him. The turrets were all armed with ammo and had more ammo available by conveyor. I've flown up to ships and my ship does not fire even thought the turrets are visibly tracking the target and painting it with a target lock and then one might start firing a little later while the others do not. They all have clear lines of fire to the target. I have approached and then hacked enemy turrets that did not fire at me and after looking at their settings and seeing they were loaded, they should have fired at me. Other times they wont fire at me and then some minutes later they start firing. And other times they will all work like they should...I have not noticed a pattern.
