Turret AI not attacking enemies, axis and server state dependent

Ok, so, I've built a new ship and was in the early stages of weapons testing when I noticed the most peculiar bug I could imagine. I even have a friend with 8k hours that reports never having seen this bug before. Here's the run down...

Depending on the side of the ship an enemy approaches from my turrets will either lock on and attack immediately (like they are supposed to), lock on and track without shooting, or continuously lock on and off. I have included a video of the behavior of the last instance, as seen in a recent stream.

Before anyone asks, this was shot in creative mode so yes the turrets have "ammo" (unlimited), and yes they are set correctly. As you'll see in the video they eventually figure out they are supposed to be shooting, and begin to fire.

VERY INTERESTINGLY this behavior is only present on dedicated servers! On local hosting all these problems are non-existent. This was tested on both freshly wiped *vanilla* servers as well as modded servers (physically different servers in physically different locations, to rule out it being an individual server issue.) This behavior ALSO presents itself differently depending on the SIDE of the ship the enemy is on.

The front of the ship the turrets respond immediately all the time, the bottom is where the issue is the worst, top is half as bad as the bottom. I know this makes no sense, but the problem makes no sense to me.

I can provide you with the blueprint if you want, for testing. Also I can record any other vids you want, I'd just like an explanation for why this is happening so a fix can be implemented, either on my end or yours.
