Toolbar cleared on reload

Take a ship, like a small builder.
Configure your toolbar (thrusters, tools, connector, etc).
Now hit ctrl+g to place blocks.
Save your game, reload.
Your toolbar is now empty.
If you save in the building menu (ctrl+g) the toolbar will be cleared on reload.
If you save in the "regular toolbar" all will be fine.
